Clare & Gilbert Valleys Council serves as the local government body for the District, dedicated to fostering a sustainable, vibrant, and connected community. Its purpose involves providing essential infrastructure, delivering community services, managing resources, and advocating for regional needs.
An opportunity now exists for a Manager Finance to join Council in a full-time position on a five-year, fixed term contract.
The Role
- Lead Council’s financial management and accounting functions, ensuring full compliance with legislative and statutory requirements
- Provide expert advice on rating strategies, loan borrowings, investments, and cash‑flow management to support financial sustainability
- Develop, implement, and oversee robust internal controls, policies, and financial procedures across all Council operations
- Oversee payroll, employee entitlements, enterprise bargaining provisions, and contractual arrangements with accuracy and integrity
- Oversee revenue and expenditure processes including rates, grants, cash receipting, purchasing, creditor payments, and debt recovery
- Maintain accurate financial systems and records, ensuring integrity of the general ledger, subsidiary ledgers, journals, and reconciliations
- Lead the annual budget process and provide ongoing financial advice to managers on budget performance and expenditure control
- Prepare, review, and manage Council’s long‑term financial plan in alignment with strategic objectives
- Deliver high‑quality financial reporting, including monthly, quarterly, project, and committee reports, and annual financial statements
- Coordinate statutory reporting and returns, including GST, grants acquittals, ABS, and other regulatory requirements
- Support with the rollout of a new ERP system and participate in continuous improvement activities
- Any other tasks to ensure the finance function is well managed and compliant with all WHS policies, obligations and complies with legislative requirements
About You
- Degree qualifications in finance, accounting, business, management or another relevant area
- Extensive experience in a senior role, particularly in finance and administration
- High level of decision making, analytical skills and conceptual thinking
- Ability to make sound judgements, recommendations, devise innovative solutions, and follow through with their implementation
- Organisation skills, including time management, prioritisation and the ability to delegate effectively
- High degree of oral communication skills, in particular negotiation, conflict resolution, counselling, coaching and information sharing
- Effective written communication skills in order to write, reports, policies and correspondence
